Wiltshire Council had refused the planning application on the basis that Millditch has restricted width and inadequate passing opportunities, and the increase in vehicle movements associated with this development would result in additional conflicting traffic movements that would be to the detriment to the safety and convenience of users of the footpath.
Cotswold Transport Planning successfully proved that the low levels of vehicular use, low vehicle speeds, informal passing-bays and suitable forward visibility reduces any scope for collisions to occur.
The Inspector agreed with Cotswold Transport Planning that the appeal should be allowed as the very limited increase in vehicle movements along Millditch that would result from the development would be unlikely to cause any significant reduction in the safety or convenience of Millditch for its users, or indeed result in levels of additional conflict likely to be harmful.
