Cotswold Transport Planning were appointed to consider a planning application for a new 210 place Primary School in Herefordshire. The school is located in a Area of Outstanding Natural Beauty (AONB) which required additional considerations.

The proposal, which received unanimous approval at planning committee, is for the relocation of the existing school to a new purpose built site within the village of Colwall. The state-of-the-art school was designed by Quattro Design Architects.

The site is located in an Area of Outstanding Natural Beauty and as a consequence there were significant landscape considerations for the planning application and in particular for the highways and transportation elements of the scheme which meant that proposed infrastructure measures on the local highway network were carefully considered through extensive stakeholder consultation


Issues & Solutions

The key issue with the new school development was ensuring safe access for all modes whilst also being sympathetic to the surrounding environment and constraints of the AONB. 

In order to address these issues Cotswold Transport Planning worked closely with Colwall C of E Primary School, Colwall Parish Council, Colwall Village Hall Trustees and Herefordshire Council Highways Development Control and Planning Officers, to develop an offsite highway improvement scheme, including new pedestrian infrastructure, to facilitate safe access by all modes to the school whilst also being sympathetic to the surrounding environment and constraints through minimal street signage.



The new Colwall Primary School was granted planning permission.

Members of the planning committee were very complimentary about the scheme and the work carried out by all of the engaged consultants and highlighted that the liaison with the Parish Council has been excellent and a good example of consultation/community engagement.
